ACTCOSS believes volunteering facilitates a sense of social inclusion, which in turn plays an important role in addressing social disadvantage. The focus of this comment is areas where the ACT Government could develop and expand policies relating to volunteers, such as spontaneous volunteering, governance and supporting community organisations develop practices which will facilitate mutually beneficial relationships.
- Social Compact Survey

In January 2011 two surveys were prepared by ACTCOSS, for the ACT community sector and the public service, on awareness and use of the ACT Social Compact. Results were collected from January to May 2011, with 120 community sector workers, and 120 public servants undertaking the survey. The report captures the key results, as well as issues for the Joint Community Government Reference Group to consider.

The National, State and Territory Councils of Social Service (COSS) Submission to the Industrial Relations Commission outlining concerns regarding the Award Modernisation process. While the COSS-Network recognises that the aim and intentions of the award modernisation process are laudable, the community services sector will face significant difficulties adapting to any changes in wages and conditions this process may cause. The COSS-Network recommends that the Commission allow a six-month period for community sector organisations to adapt and reorient their business to incorporate any additional requirements.

At the National Home and Community Care Conference 2011, ACTCOSS Director Roslyn Dundas presented on theme of 'workforce challenges and success'. The networking and professional development and communication tools offered by ACTCOSS as part of the sector development project made sound simple, but unless there are dedicated resources and supports for such things, they don't happen. If the primary objective of the HACC program is to provide services to enhance the quality of life of people who have disabilities or are frail, enabling them to live as independently as possible, then this depends on staff who make up the sector and enable this quality.

The ACT Government have proposed the introduction of specialist response workers to "strengthen the Housing ACT response to antisocial behaviour by assisting tenants to address the underlying causes of their behaviour, and thus help them maintain their tenancy." As linking tenants with community supports is highly recommended, strong partnerships will need to be developed with community support providers. There is good evidence providing an intensive level of support for people can be effective in addressing tenancy issues.

In this submission ACTCOSS addressed issues of concern around the provision of social housing in the ACT. ACTCOSS called for reviews of internal procedures to address issues around communication; application processes; accessibility; maintenance; and support for social housing staff. ACTCOSS advocates for a continued increase of social housing stock in Canberra, to a level of at least 10% of housing stock. The long term strategy in the development and acquisition of properties must be to provide the majority of social housing properties in proximity to amenities such as public transport, schools, shops and community facilities.

Social Housing and Homelessness Services has recently indicated that Housing ACT are currently undertaking an internal review of rental charges for the Housing Asset Assistance Program. This review is most welcome. ACTCOSS has some input that is hoped will be considered during this review around the 33.3% of market rent model traditionally used for properties head-leased by Specialist Homelessness Services.

In conjunction with Softlaw Community Projects and the ACT Government, ACTCOSS has helped produce a book on the lives of the residents of the Narrabundah Longstay Park. In 2006 the homes of park residents were threatened by the purchase of the site by a developer, but the ACT Government stepped in to negotiate a deal to protect there homes. ACTCOSS supports the consolidation of the four federal anti-discrimination acts and believes it is a good opportunity for any inconsistencies within the anti-discrimination legislation to be addressed. ACTCOSS also welcomes the opportunity the consolidation of the anti-discrimination acts presents in reflecting on the list of protected attributes, and believes there are other attributes which should be considered. In particular, ACTCOSS believes there is a need to include on the list attributes traditionally associated with 'social status' including experiences of homelessness; experiences with drug and other alcohol addiction; and experiences of incarceration or previous criminal record.

The Australian Human Rights Commission conducted a discussion regarding protection from discrimination on the basis of sexual orientation and sex and/or gender identity. Consultations conducted by ACTCOSS across the community sector in Canberra revealed many people do not feel they have access to, or appropriate understanding/training of human rights. This is no different for the Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) population.
