Access to affordable telecommunications, including internet, is increasingly vital for people's social inclusion, economic engagement, educational attainment, political participation, and access to essential services. This ACT Cost of Living Report shows that there has been a decline in the affordability of telecommunications for people on low incomes in the ACT. Individuals and families on low incomes spend a larger proportion of income on telecommunications. While high-spending consumers can access cost savings, low-spending consumers face a ‘poverty premium’, paying more per gigabyte of data. The report provides recommendations to improve affordability and reduce the digital divide in the ACT.
