One of the best strategies to support early childhood development is to focus on supporting parents and other caregivers in their role as the first and main carers of children. Supporting parents to do the best they can is a cost effective and sustainable way to educate young children.
Structured learning environments also play an important role. Particularly for our most marginalised and disadvantaged children, an ACT Early Childhood Strategy must ensure that early childhood education and care is not just available, but accessible and attractive.
In this submission, ACTCOSS recommends the ACT Government shifts their current model of delivery early childhood education and care. We propose an approach that privileges cultural safety and appropriateness, sets targets for participation of disengaged, vulnerable and disadvantaged families, and offers a mix of structured and more flexible settings.
